After its founding Conference in December 2000 at Rajahmundry, All India Kisan Mazdoor Sabha has decided to organize its second All India Conference in September 2005 in Punjab. Central Executive Committee (CEC) of AIKMS, meeting in January 2005 under the presidentship of Com. M. Narayana Swamy, took this important decision. CEC expressed condolence and observed two minutes silence for those killed by Tsunami. In a resolution passed by the CEC, while noting the failure of the Govt. to issue timely warning for saving the lives of the people, call was given for collecting money and material for relief for Tsunami victims. AIKMS units in AP had taken timely initiative for relief work for Tsunami victims in AP. In a resolution passed on the National Rural Employment Guarantee Bill, CEC noted that the Bill is to a great extent, a dilution of the promise for employment guarantee, which itself was a very partial response to the whole problem.
Noting several weaknesses of the Bill like the leaving out of urban areas altogether, restricting it to only BPL people and implementing it in only 150 blocks, providing 100 days employment to only one person in the family and no guarantee for payment of minimum wages, CEC called for a countrywide militant movement demanding Universalization of Employment Guarantee for every willing male and female both in rural and urban areas, guarantee of employment throughout the year, EG scheme should be implemented immediately throughout the country and guarantee for payment of minimum wage. In a separate resolution on Ordinance issued by the Central Govt. amending the Patent Act, CEC expressed its serious concern and opposition saying that it is to implement the WTO conditions of TRIPs of introducing product patents in all fields by 1st January, 2005 and once again exposes the pro-imperialist character of Indian ruling classes. The new Product Patent order will result in steep rise in prices of a number of essential commodities including essential medicines, chemicals, fertilizers, seeds, pesticides, manufactured foods and other agro products etc. It shall further extend MNC monopoly and control over marketing and pricing of these products, undermine local production, prevent indigenous research and development and raise costs for peasants and other common people. It will cover not only new products and discoveries, but also old products which will be covered in the name of new uses. The resolution noted that Indian peasantry, already reeling under pressure of new economic policies, will be the hardest hit and it has the potential to cause widespread ruin and devastation of crores of Indian farmers and related businesses. AIKMS urged the peasantry to resolutely oppose the Product Patent Ordinance and to firmly unite with all patriotic forces struggling against it. AIKMS CEC drew a detailed plan of completing membership drive by March, 2005 and completing state conferences by June 2005. The conference process will culminate in the all India Conference at Jalandhar in September 2005. |
