On 26th September 2002, Delhi Committee of CPI(ML)-New Democracy, FAIG, AIPRF, Nepali Janadhikar Suraksha Samiti, AIFTU and AIPRF planned a dharna outside Dutch embassy with submission of a memorandum to the Dutch govt. against withdrawal of the status of political refugee of Prof. Jose Maria Sison of Philippines.

Before the assembly Delhi Police had cordoned off the embassy and arrested all those who began reaching the dharna site and detained them in Chanakyapuri police station. Around 100 protestors were arrested including secretary of Delhi Committee of CPI(ML), convenors of FAIG, and IFTU and AIFTU Delhi leaders. A memorandum was submitted to the Dutch Govt. demanding restoration of the status of political refugee of Prof. Sison. A four member delegation of the representatives of the participating organizations submitted the memorandum.
