Representatives of PCC, CPI (ML) and CC of CPI (ML)-New Democracy announce merger of the two organizations into a single Party. Both the organizations are well known communist revolutionary organizations having a long history and role in the communist revolutionary movement and are engaged in developing class struggle and revolutionary movement in different parts of the country. This is a joyous moment for the ranks of the two organizations and for all in the communist revolutionary movement. We are hopeful and even confident that this unity will facilitate further unity among communist revolutionary organizations which is important for the victorious advance of the struggle for New Democratic Revolution in India. We are committed to take this process ahead.
This unity brings together leaders and cadres of the two organizations which had once belonged to same Party but had been functioning separately for over four decades. The urge to take forward the revolutionary movement and develop class struggle has helped overcome the issues which had been thrown up by such a long period of separate existence and functioning.
This unity is taking place at a time when Imperialism is undergoing deepening crisis and all major contradictions of imperialist system are intensifying. The “tariff war” being unleashed by Trump Administration is, in fact, an attack on the oppressed countries and the working class in USA. This is creating increasingly favourable situation for development of class struggle & revolutionary mass movement . The task before the communist revolutionary forces to strengthen themselves and deepen their bonds with working masses; undertake timely initiatives to build people’s movements and have courage to lead these movements towards victory of revolution.
The united Party expresses solidarity with anti-imperialist struggles of the oppressed countries, nations and people of the world and join efforts to link with the class struggle of working class in all countries with emerging global anti -imperialist movement . We condemn genocide of Palestinians by Zionist rulers of Israel backed by US imperialism and express full support to the Palestinians’ national aspirations. We support movements against imperialist sponsored wars and people’s resistance in all forms against Imperialism and reactionaries.
United Party is determined to build and intensify class struggle and revolutionary movement. To fight back the fascist forces is an immediate task. We take the task of building militant mass movements as an important task in the present situation. We commit to remain focused on the task of building workers’ and peasants’ struggle as the core class force as we struggle with other sections of the people. Building of militant mass movements is crucial to advance towards making New Democratic Revolution .
United Party commits itself to intensify struggles on social issues including those of social oppression i.e., on caste, gender, tribals, minorities, environment etc. and to link these struggles with class struggle, and conduct these struggles on the basis of class unity.
United Party underscores the immediate task of fighting the onslaught of the fascist forces (RSS-BJP and its affiliates) ruling at the Centre and in many states. They are launching attacks on minorities, oppressed castes, tribals and women; they are attacking the workers and peasants and undermining education, health and scientific research. In order to impose their fascist dictatorship, RSS-BJP are attacking federal rights of people and states , undermining universal franchise through Special Intensive Revision of Electoral Roll (SIR) exercise and eroding the diversity of our country through cultural homogenising . For this they are trying to control higher judiciary and all constitutional bodies. To fight against march of these fascist forces, united Party will undertake all attempts to build broad-based struggles of peasantry and working class. We shall intensify attempts to build and strengthen united struggle of communist revolutionaries and struggling forces, making efforts to bring all organizations possible into this effort. On the issues of offensive of fascist RSS-BJP, joint programme may be taken up with all the forces who oppose that offensive, including parties like CPI, CPM. We should keep the door open for those political formations, regional or national, who take a stand against emerging specific issues of fascist onslaught of the present dispensation.
We condemn the submissive response of Indian Govt. towards US imperialism. Prime Minister and other ministers have been defensive against Trump’s tariffs which are an act of domineering over a backward country. This opens up the opportunity to mobilize the people of the country for expanding domestic market by increasing purchasing power of the people. This will help put the need of revolutionary change on the political agenda of the country and its linkage with building a movement against Imperialism and its domestic allies.
The United Party strongly condemns RSS-BJP attacks against the working class in particular contract workers, unorganized workers and migrant workers . We will strive to establish a broad trade union struggle to advance the workers movement.
The United Party condemns the fascist attack against the Bengali migrant workers, and denigrating Bengali language in particular the Bengali Muslims in many parts of the country and in Assam the large scale evictions of the indigenous and minority people. We have decided to undertaking the task of immediate mobilising of people against these actions.

United Party strongly condemns the Operation Kagar of physically elimination of leaders and cadres of CPI Maoists and forcible displacement of Adivasi people from their zal, zangal and zamin for the benefit of corporate interests.
This unity of PCC, CPI (ML) and CPI (ML)-New Democracy is part of the unity of communist revolutionary organizations. We hope that this unity will strengthen the process of unity of Communist Revolutionary Organisations (CROs) and will be a step in the direction of advancing towards the goal of a single communist revolutionary party in India. The united Party shall pursue the efforts of unity with other CROs and also for joint actions among CROs. We call upon all CR organizations to shun all hesitation and unite in the interest of people’s struggles and revolutionary movement in the form they consider appropriate at present.
United Party shall be known as CPI (ML)-New Democracy. The two organizations have set up a united CC to lead the Party.
